The five-day World Trade Organization ministerial conference is about to be held in Seattle, prompting a group of citizens opposing global economic integration to spontaneously gather in the city for protests and demonstrations. Django (André Benjamin), Lu (Michelle Rodriguez), and Sam (Jennifer Carpenter) are among them, passionately voicing their beliefs in an energetic atmosphere. As time passes, the mood at the protest site gradually becomes tense, with riots breaking out, including arson, vandalism, and looting. The parade is on the brink of turning into a riot, and Seattle Mayor Jim (Ray Liotta) immediately declares a state of emergency in the city. Thus, the police (Woody Harrelson) and his pregnant wife find themselves caught up in this calamity, with tragedy looming.
