In 1964, the current president of the Democratic Party, Masao Terada (played by Akira Kume), defeats his biggest rival, Kazuaki Sakai (played by Takashi Kanda), securing his re-election, with both sides investing nearly 4 billion yen in campaign funds. A few days after the election, Nisio, the secretary to Chief Cabinet Secretary Hoshino, who is affiliated with Terada's faction, meets with the businessman Sanki Ishihara (played by Shigekichi Uno), known as the "King of Finance," and explicitly expresses hope that Ishihara will help Terada's faction cover the 200 million yen debt left after the campaign. After Ishihara flatly refuses, he asks the president of the Japan Political News Agency, Furugaki (played by Etsushi Takahashi), to investigate the matter behind the scenes.
