After months of violent conflict between the two major gangs in Macau, the Hung Hing Gang and the Yi Ying Gang, over casino interests, they decide to make peace. However, it is rumored on the streets that the leader of the Hung Hing Gang, Beng Ya Hua, has offered five million for an outsider hitman to prepare for the assassination of Yi Ying Gang's boss, Gao Lao Zhong. To ensure Gao Lao Zhong's safety and prevent chaos from erupting again, Beng Ya Hua dispatches his capable subordinate, a corrupt police officer named Ah Chan (played by Tony Leung), to stop this from happening.
