In the 1930s, Korea fell into chaos with various domestic powers entangled in a fierce struggle. The Jongno District of Seoul is regarded as the heart of the city, and it is also the place where the battles between Japanese and Korean gangs are most intense. On the Korean gang side, Go Hee-kyung, who controls the territory of the Jongno shopping district's Youxing Street (a street bustling with Japanese activity), is seen as the leader of the Korean gang. He shares control of the Jongno shopping area with Yeon Dong-wook and Kim Do-han, nicknamed "the foreigner" (played by Park Sang-min).
Growing up in an orphanage, Kim Do-han is the son of the renowned Korean anti-Japanese hero Kim Jwa-jin, a background and bravery that gradually make him a significant figure who can rally others to his cause…
