In the 21st year of the Showa era, demobilized soldier Hiroshi Gono (played by Bunta Sugawara) is arrested for participating in a gang fight in a busy district, where he meets young member Wakasugi Hiroshi (played by Tatsuya Umebayashi) in prison, and they become brothers. After being bailed out by the leader of the Yamamori gang, Yoshio Yamamori (played by Nobuo Kaneko), Gono is released from prison and becomes a key member of the Yamamori gang. As the city council election begins, tensions rise between the Yamamori gang and their rival, the Tōi gang, leading to continuous shooting incidents. Ultimately, the conflict culminates in Gono successfully shooting the leader of the Tōi gang (played by Hiroshi Nagawa). Gono is sent back to prison, and Wakasugi is killed in a revenge attack against the Yamamori gang. During Gono's imprisonment, young member Tetsuya Sakai (played by Hiroki Matsukata) gains power and threatens Yoshio Yamamori's position. Upon his release, Gono assassinates Sakai, further escalating their rivalry, and through a series of events, Gono comes to understand the true nature of gang integrity.
