James Dunn (played by Keenen Ivory Wayans) was once a sharpshooter in the U.S. Marine Corps. During the Gulf War, he killed an officer after refusing to shoot a child and was subsequently court-martialed, facing the death penalty. While waiting for execution, he accepted a proposal from a man claiming to be Colonel Grant Casey (played by Jon Voight), who promised to help him escape if he joined an assassination organization codenamed "Black Sheep."
