After the Omni Consumer Products (OCP) has completely taken control of Detroit, they collaborate with the Japanese Kanemitsu Corporation to establish OCP and develop Delta City in Detroit. They recruit mercenaries to form a violent reconstruction team to expel residents. A significant number of displaced residents form armed forces to defend their homes against the tyrannical plans of the conglomerate. Young girl Niko (played by Remy Ryan Hernandez) stands out in the resistance due to her exceptional computer skills. RoboCop Murphy (played by Robert John Burke) accidentally discovers the hiding place of the residents while on a mission with his old partner Lewis. Driven by a sense of justice, Murphy engages in a firefight with the reconstruction team that arrives, resulting in severe damage to his body and the unfortunate death of Lewis. Murphy decides to join the resistance. Meanwhile, the Japanese side dispatches agent ninja Yamichi to carry out the demolition plan, and the head of the reconstruction team also utilizes a traitor within the resistance to locate the headquarters. With Niko's help, Murphy is repaired by Dr. Lathom. He, along with Detroit police officers who are repulsed by the violent actions of the reconstruction team, engages in a final battle against Yamichi and the reconstruction team.
