In Ahiyado City, Fukushima Prefecture in northeastern Japan, a series of levee renovation projects are underway, during which a series of mysterious deaths occur. Among them, a journalist from the "Ahiyado Daily," Tachikawa, and a mobster's mistress, Kawai Akio (played by Uemura Tatsuo), is believed to have died in a mountain road accident. Her peer, Ochi Tomoko (played by Nakano Ryoko), finds this suspicious and secretly conducts her own investigation. Meanwhile, the insurance company suspects Kawai of insurance fraud and sends a retired staff member from the Self-Defense Forces' special unit, Mizawa Yoshifumi (played by Takakura Ken), to investigate the matter. Mizawa collaborates with Tomoko, but they face joint obstruction from Kawai's gang, the Nakado Group, and their backer, Ooba Ikunari (played by Mikuni Renataro). On the other hand, police detective Kitano (played by Natsuyagi Isamu) discovers, during his surveillance investigation, that the seemingly unfamiliar Mizawa and Tomoko have intricate connections, with their ties tracing back to a bloody tragedy that occurred in a mountain village one year ago... The film is adapted from the original work of Mori Muneichi, and won the 1979 Readers' Choice Award from the Mainichi Film Company.
