In a small county in Jiaodong, nestled between mountains and the sea, a major transportation route flourishes with merchants. The husband of the waterway woman died from gambling addiction, leaving her a mill and an underage son, Xiao Shun. The waterway woman inspects the mill, feeling a deep affection for it. Since marrying into the waterway family, her life has been intertwined with the mill. This business was established by the waterway's grandfather, and it is famous far and wide. After the waterway became addicted to gambling, his father died in anger, warning the waterway woman to keep the family business afloat with tears in his eyes. Now, Xiao Shun has no interest in the mill and just wants to be a cart driver. When the whip cracks, he believes he can provide for his mother. The owner of what is claimed to be the best baozi shop in Jiaodong, Boss Wang, has arrived, expressing his willingness to exchange for the mill to help the waterway woman through her tough times. Bai Junxu, the grain officer from the water force camps, has also set his sights on the waterway woman and comes forward as a matchmaker to propose. He wants the waterway woman to use the mill as her dowry and live a comfortable life with him. What should she do? Leave this place of sorrow, or regroup and start over? The waterway woman decides to keep the mill running! Her father from her maternal family was a businessman, and she followed him through the streets since childhood, absorbing the knowledge. The mill has essentially been supported by her over the past few years; the waterway has merely been a figurehead. She believes she can handle it. She is determined to become the only female head of the mill in the small county of Jiaodong. Xiao Shun is the waterway woman's only son. He does not wish to become the young master but is infatuated with driving carts. As a result, he fell victim to the cart owner's tricks, accumulating gambling debts. He feels guilty towards his mother and vows to cut off his finger as a promise. He inherited his mother’s fiery determination, seeming taciturn, yet daring to poison the flour of the county magistrate to avenge his revolutionary friends. In the end, he killed Huang Si and fled to another town. Old Jing is the veteran mill worker at the waterway woman’s mill. He has a wife back home but is following a Korean woman who collects ginseng. He honored the dying wish of the waterway to take care of the widow and orphan. His heart is dedicated to the mill, working day and night with unwavering loyalty. Later, he secretly falls in love with the waterway woman but feels unworthy and dares not express his feelings. He only wishes to catch her attention, but the waterway woman seems oblivious to his presence. When Xiao Shun causes a great disaster, he steps forward to take the blame and sacrifices himself. On the execution grounds, he finally receives the affection of the waterway woman he has long admired. Wu Laoda is the owner of the quarry. He has excellent "driving and grinding" skills and is regarded as a hero by the local people. Charming and generous, he and the waterway woman become secret lovers, their love flowing like a tide. But when Xiao Shun is in trouble, he is at a loss. The heroic death of Old Jing awakens him from his dream; he feels inferior. He wants to reshape his image in the waterway woman's eyes and gallantly participates in a riot at the quarry, ultimately paying with his life.
