Chicago detective Renitas and his partner Faggi are investigating a burglary in a warehouse district when they fall into a trap set by terrorist leader Shi Wang during their duty. In the ensuing gunfight with the terrorists, Faggi is shot and killed, while Shi Wang manages to escape. During the capture operation, Renitas apprehends another beautiful female accomplice, a scientist named Claire. Shi Wang threatens the police to release Claire or he will place a giant remote-controlled bomb system in downtown Chicago, posing an ongoing threat of explosion. During Claire's trial, she pretends to the police that she is also one of the victims, attempting to persuade them to release her so that she can lead them to capture Shi Wang; otherwise, they will all face destruction. Detective Renitas seeks the assistance of world-class bomb disposal expert Frank, and the two work together to piece together available clues, intending to annihilate the terrorists' actions, but ultimately, Shi Wang successfully escapes and detonates a bomb capable of destroying an entire city block.
