In order to compete for the development rights to the new Chinatown in Tokyo, Southeast Asian gangs have been in constant conflict with the Japanese gang organization, the Black Dragon Society. To avoid escalating tensions and achieve a win-win collaboration, the president of the Southeast Asia Chamber of Commerce, Suchavi, invited the leader of the Black Dragon Society, Watanabe Masaru (played by Ken Watanabe), for negotiations. The negotiation takes place in a Japanese tea room surrounded by water, with only the two leaders present. Unexpectedly, shortly after the negotiations begin, a scream is heard from inside. When everyone rushes in, they find that Suchavi has been murdered by broken glass, while Watanabe Masaru lies next to him, covered in blood. This sudden incident raises the animosity between the two parties to new heights. To prove his innocence, Watanabe enlists the help of detective Noda Ko (played by Osamu Mukai) to bring in Qin Feng (played by Liu Haoran) and Tang Ren (played by Wang Baoqiang), in an attempt to uncover the truth behind the gruesome murder case. In the perilous streets of Tokyo, these three desperate detectives peel back the layers to reveal unbelievable truths...
