Young Emperor Qianlong ascends the throne, old ministers treat him like a child, assassins see him as a fool, court doctors regard him as livestock; a hapless emperor endures all this humiliation. Qianlong diligently governs, promoting the top strategist Liu Tongxun, elevating the cunning Fu Kang, and favoring the sly Na Shan, all three are rare talents that Qianlong encounters. Shandong faces a flood disaster, Liu Tongxun brings straw from the levee to report to the emperor, but Qianlong refuses to meet him. In a brothel, the two meet accidentally under a famous courtesan's bed, awkwardly discussing state affairs—what it means to have no dignity and what it means to lose face, Qianlong embodies it all. Liu Tongxun cleverly steals funds from Qianlong to relieve disaster; Qianlong uncovers the "tofu dregs" project scandal of the Shandong levees. The water conservancy minister tries to cover it up, planning to blow up the levee, and Qianlong nearly becomes a "real dragon," losing both "face" and "substance." Liu Tongxun is robbed on his way back to the capital, raising his ransom to two hundred thousand; bandits come to extort the emperor, leading to Qianlong borrowing money and Fu Kang leading a major crackdown on the bandits, resulting in a resolution where Liu Tongxun cleverly retrieves silver, leaving Qianlong in tears over the loss. Liu Tongxun tackles the issue of extravagant dining; Qianlong falls into a trap and can only satisfy his hunger by rolling like a mule. He conspires with Fu Kang against Liu Tongxun, a battle of wits ensues, Liu Tongxun exchanges dates for access to the south gate while Qianlong arrives at court on an empty stomach, only to find no one there. Foreigners bring gifts, which Fu Kang passes on, benefiting only Qianlong. Shanxi is sold off, and Liu Tongxun becomes a scapegoat, imprisoned. Inside prison, unprecedented plots against Qianlong arise, blocking his access to court while Fu Kang manipulates events behind the scenes. Na Shan, dressed in mourning, weeps in court, leading to a massive disaster which Qianlong bears all the blame for. Liu Tongxun cleans up the Ministry of Revenue, auditing national accounts, only to discover they are all forged. This leads to a fire at the Ministry to force Qianlong to open the state treasury and reveal the real account books, with the Empress Dowager's brother, Gui Rong, being executed. Originally intending to use him, it backfires, resulting in a major case involving the entire court, all caused by Qianlong's actions. Qianlong favors Na Shan, who caters to his whims for wealth, seizing shops and shutting down the court academy, accumulating vast riches, leading to him being dubbed "The Money Grab Emperor." Liu Tongxun risks his life to give counsel, while Fu Kang and Na Shan fight fiercely. Qianlong captures court officials and puts them in prison, killing all regardless of loyalty or treason. Liu Tongxun devises three brilliant plans, leaving no stone unturned, yet Qianlong dismisses them, insisting on his own path. Suddenly, he finds himself imprisoned as well, with Na Shan’s wolfish ambition revealed and troops massing outside the palace, leaving Qianlong in a dire predicament with no way out.
