A group of people from different backgrounds and regions on the mainland came to Hong Kong after '97, each with their own concerns. The harsh realities pushed them to the fringes of the city, making them the abandoned citizens of Hong Kong, witnessing opulence that felt like an unreachable beautiful dream. 阿英 (Wang Ning) is a prostitute holding a short-term passport, deeply immersed in the memories of her boyfriend who could have served as a soldier in Hong Kong but tragically died. She resorts to prostitution as a quick way to make money. 阿燕 (Lü Liping) was a dance teacher, but a car accident left her unable to dance and took away her son. After arriving in Hong Kong, she could only work as an elevator girl in a restaurant, and the contrast between her former glory and her current misery led her to lock herself away. 阿健 (Leung Ka-fai) is 阿燕's cohabiting boyfriend, living off a pornographic video store.
