In the 1940s, Ningxia, Zhongwei County. Although it was the wartime against Japan, the Japanese army had never reached Zhongwei, and the people lived simple lives under the governance of County Magistrate Ma Shoutian. Shoutian, a loyal member of the Kuomintang since the Northern Expedition, was kind-hearted, loved the people like his own children, and despised any acts of bullying the locals. Unfortunately, the new police chief Ouyang Qing, said to be a trusted confidant of Chairman Ma from the provincial government, quickly arrested many people under the guise of eliminating traitors, and engaged in torture and forced confessions, creating chaos in the small county. There was a Red Willow Inn at Sandpaotou, and everyone knew that the charming owner, Hong Liu, was the close confidante of County Magistrate Ma Shoutian, but no one knew that she was also Ma Youlan's biological mother. She was also the godmother of Tong Sanquan and He Zhonghan, the deputy commander of the Zhongwei security regiment. With the protection of the county magistrate, even the fiercest local bandit, Shali Fei, dared not provoke her easily.
