Will Dormer (Al Pacino) and his partner Hap Eckhart (Martin Donovan) travel to a sunless town in Alaska, far from Los Angeles, to investigate the case of a 17-year-old girl who was beaten to death. A female police officer in Alaska, Ellie Burr (Hilary Swank), is in awe of Dormer's investigative methods and strives to learn during the case. However, Dormer is already in trouble; he fabricated false evidence to convict a suspect he apprehended in Los Angeles, and this matter is being investigated by the internal affairs department. Hap wants to be honest with internal affairs, believing it would benefit Dormer, but Dormer does not agree.
During a sting operation to lure the real killer, Dormer mistakenly shoots and kills Hap in the fog; before dying, Hap believes Dormer intentionally killed him. When recounting the incident, Dormer instinctively says the gun belonged to the killer. However, under the pressure of his conscience and the sunless environment, he develops severe insomnia. At this time, someone begins calling him, claiming to have seen everything in the fog. Dormer ultimately identifies the killer as detective novelist Walter Finch (Robin Williams), who does not plan to play hide-and-seek with him.
