In order to achieve dominance over the world, the leader of the Tianxia Association, Xiong Ba (played by Chiba Shinichi), consults the Earth Buddha to determine his fate. He receives the sixteen-character mantra: "The golden dragon is not an ordinary creature; it transforms when encountering wind and clouds." To find the wind and clouds, Xiong Ba spares no effort in killing and torturing, ultimately taking the childhood friends Nie Feng and Bu Jingyun into his fold. With the help of Nie Feng and Bu Jingyun, Xiong Ba's ambition expands smoothly.
