In 1935, the National Government implemented a forced currency system to prepare for long-term logistics and economic support for warfare, halting the use of silver dollars, military coupons, and gold bonds to better resist the Japanese invasion. In response, the Japanese military secretly produced a large amount of counterfeit currency in Harbin to disrupt the financial and trade order, which they called the "Black Cat Plan." In counteraction to the Japanese sabotage, the Minister of Finance, Song Ziwen, dispatched Li Daoren, the Deputy Chief of the Tax Police Corps under the Ministry of Finance, to Harbin with the goal of destroying the counterfeiting plates and manufacturing facilities; simultaneously, the Kuomintang sent Song Xiaoyan to complete this mission.
