Gangster Lok Man Wah (played by Simon Yam) alongside his brother Luk Sing Fung (played by Yuen Biao) are dominating Hong Kong, enjoying their power. One day, while picking up goods at the docks, they unexpectedly find themselves surrounded by police. Lok Man Wah identifies himself as an undercover agent and demands Luk Sing Fung to surrender, but Luk jumps into the sea, leaving his fate unknown... A year later, after experiencing reinstatement, injury, and promotion, Lok Man Wah has become accustomed to life in the police force. However, during a capture operation, he unexpectedly encounters Luk Sing Fung's lover, Rong Rong (played by Christy Chung). Out of guilt and sympathy for Rong Rong, Lok Man Wah promises to be by her side, which strains his relationship with his girlfriend. Just then, Luk Sing Fung resurfaces, asking Lok Man Wah for one last favor to secure his safety for the remainder of his life. In a moment of indecision, Lok Man Wah becomes embroiled in Luk Sing Fung's criminal plans, desperately struggling between Luk Sing Fung's revenge and the police chase...
