In Hong Kong's Temple Street, various forces converge, creating a tangled web of conflict. Blind Hui (played by Zeng Guoxiang), who is disabled and struggles to survive under the gangster leader Yan Chan Lok, falls in love with a girl Xiaohui who has illegally immigrated from mainland China. The PTU team uses Blind Hui to dismantle the drug trafficking operations of the mafia and the Liansheng group, leading to a conflict between Liansheng's boss Sang Kun and Yan Chan Lok. While Sang Kun pursues Blind Hui, he is ambushed by Yan's men and falls to his death. Given the frequent occurrence of violent crimes, the police department launches a large-scale crackdown, forcing mafia-controlled shops in Temple Street to close. Yan Chan Lok, furious and ashamed, takes his anger out on Blind Hui, resulting in him and his girlfriend ending up homeless.
