After a failed hostage rescue operation, Los Angeles Police Department negotiator Jeff (Bruce Willis) feels disheartened and believes he is no longer suited for this important work. He requests a transfer to a police department in a quiet, peaceful town, hoping to spend the rest of his life there in tranquility. On this day, three delinquent youths in the small town attempt to steal the car of accountant Smith (Kevin Pollak).
