Chief Executive Rong Dagang has just completed his visit to Hong Kong and is about to leave. However, at the airport, an assassin suddenly appears to attack Rong. Rong is shot three times and is in critical condition. Inspector Zhang Zhicheng (played by Simon Yam) arrests the female assassin who falls while trying to escape. The case is then assigned to Chief Inspector Yao Tianming (played by Anthony Wong). The fallen female assassin, Beichou Mari (played by Yoko Matsugane), has a brief memory loss and cannot provide any clues. Meanwhile, Yao Tianming's family is taken hostage by a group of international terrorists led by "Otōsan" (played by Shin'ichi Chiba). Fearing for his son's safety, Yao Tianming has no choice but to secretly comply with the terrorists' demands, pretending to kill Beichou Mari, but actually taking her away, hoping to obtain the true identities of the terrorists and rescue his son. The police react quickly to Yao Tianming's "betrayal," with Inspector Zhang issuing a warrant for Yao and Beichou. It turns out that Beichou was kidnapped by Otōsan as a child and raised to be a cold-blooded assassin. In this assassination attempt, Beichou was just a smokescreen, and the real mastermind behind the attack is someone else...
