Chief Executive Rong Dagang has just completed his visit to Hong Kong and is about to leave. However, at the airport, an assassin suddenly appears to attack Rong. Rong is shot three times and is in critical condition. Inspector Zhang Zhicheng (played by Simon Yam) arrests the female assassin who falls while trying to escape. The case is then assigned to Chief Inspector Yao Tianming (played by Anthony Wong). The fallen female assassin, Beichou Mari (played by Yoko Matsugane), has a brief memory loss and cannot provide any clues.
