Liu Jizhu (played by Andy Lau) is a journalist who travels from Hong Kong to Vietnam for work, where he meets a translator named Nguyen Hong (played by Cherie Chung). By chance, Liu Jizhu gets into an accident and is imprisoned, but fortunately, Nguyen Hong comes to his aid, saving him from imprisonment, and they become friends. One day, Liu Jizhu inadvertently joins a protest march and is mistaken for a student leader, resulting in his arrest by the local military and a three-year prison sentence.
