In the 1930s, Shanghai. The famous thief Bao De (played by Chunyu Shanshan) is a man of principle, having taken in a group of homeless orphans. One day, Bao De uses stolen counterfeit money to win a large sum of US dollars at a casino, prompting Inspector Zhu (played by An Ruiyun) to order his capture. In court, lawyer Xia Bingyun (played by Zhou Lijing) defends Bao De, leading to his acquittal. Later, Xia Bingyun becomes the chairman of the disaster relief committee, intending to embezzle 2 million yuan in relief funds while framing Bao De, who is sentenced to 50 years in prison under false pretenses. Xia's accomplice Li San (played by Ji Chunhua) seizes the opportunity to steal the orphans raised by Bao De and trains them to be thieves. Fortunately, Bao De is aided by Xia’s daughter Jia Hui (played by Ju Xue) to escape from prison. He rescues the deceived orphans and obtains evidence of Xia Bingyun's crimes.
