In 1941, American Navy Intelligence agent Sommers (played by John Cusack) is ordered to Shanghai to investigate the truth behind the assassination of his friend Connor. Disguised as a reporter for a German newspaper, he mingles at high-society parties. Using his relationship with the lover of Nazi engineer Mrs. Muller, he gathers intelligence and dispels suspicion. During a gambling game, he meets Anna (played by Gong Li), the wife of mob leader Lan Ting, who intrigues him with her mysterious signals shared with her associates. Unable to track down leads, he continues to dig for information. To investigate Connor's death, he secretly meets with Connor's informant, but their meeting fails due to the Japanese army's crackdown on underground activists. By chance, Sommers reunites with Anna, who introduces him to Shanghai mob boss Anthony Lan Ting (played by Chow Yun-Fat) and Japanese intelligence officer Colonel Tanaka (played by Ken Watanabe). Throughout the investigation, Sommers gradually uncovers that Connor's death is linked to a mysterious Japanese woman (played by Rinko Kikuchi)…
