In the small city of Baima, there live two close friends, Young Master Gong (played by Nicholas Tse) and Young Master Ba (played by Sean Lau). The two join forces to become constables, but despite their skills and ambitions, they find themselves relegated to the kitchen and laundry, serving as powerless and bullied intern constables. One day, the wealthy Zhang family in the city is attacked by bandits, resulting in the massacre of the entire family, with their invaluable white jade Guanyin statue also missing. Young Master Gong investigates the scene and makes an accurate deduction about the murderer. Though his insight is acknowledged by the head constable Tie Wuqing (played by Kwan Hoi), he is subsequently framed and imprisoned by a senior officer from the same department, facing a death sentence. Fortunately, he befriends the "Twins Robbers" Shui Long Nu (played by Huang Yi) and Huo Long Nu (played by Charlene Choi) in prison. After a fierce fight, they manage to escape.
