In 1962, during a time of economic hardship in the mainland, Shantou youth Wu Guohao (played by Lyu Liangwei), who fled to Hong Kong amid a wave of refugees, rebelled against being bullied by the triads. He sought refuge with triad boss Fei Bo (played by Zheng Zeshi) and, after several desperate battles, proved his worth to Fei Bo, establishing his position and increasing his influence within the gang. Gradually feeling threatened, Fei Bo set a trap that led to Wu Guohao being pursued by drug lords. Although this did not lead to his demise, it left him with a crippled leg, and he eventually fell victim to a scheme that landed him in prison. By relying on Chief Inspector Lei Zonghua to seize power, Wu Guohao took control of all of Fei Bo's territories, becoming the leader among the four major triad families. He also was willing to pay police officials to purchase their loyalty, turning the police station into a protective umbrella for his drug activities. However, as the establishment of the Independent Commission Against Corruption in Hong Kong approached in 1973, coupled with his arrogance due to his high position leading to betrayal by friends and allies, his fortunes began to decline.
