After the Vietnam War ended in 1975, Hong Kong briefly became the "first refuge port," receiving a large number of Vietnamese refugees and boat people. Upon arrival in Hong Kong, these individuals were uniformly resettled in detention camps by the government. Among them, any suspected Viet Cong would be secretly killed by spies (agents) after being discovered. Hu Yue (played by Chow Yun-fat), a Vietnamese Chinese who miraculously survived the war, escapes to Hong Kong with his companions and finally meets his pen pal Li Lijun (played by Miao Qianren), whom he had never met before and lost contact with later. Li Lijun is a social worker and is very sympathetic to his plight. When Hu Yue kills someone he believes to be a Viet Cong agent, Li Lijun decides to help him obtain a fake passport to go to the United States. While handling the passport, Hu Yue meets Shen Qing (played by Chung Chohung), who is fated to have a similar life. The two agree to live together in America. While in transit in the Philippines, Shen Qing and several other girls are secretly taken away by the person who was supposed to help them with their passports. To find Shen Qing, Hu Yue gives up his chance to go to America and forces the man to take him to a bar in Chinatown, where it turns out Shen Qing has been tricked into becoming a bar girl. To fulfill his promise to take care of Shen Qing, Hu Yue agrees to work as a hitman for the bar's owner, Zhong Ren (played by Jin Biao), and forms a brotherhood with another hitman, Ah San (played by Luo Lie). However, he, Shen Qing, and Ah San are merely pawns in Zhong Ren's game.
