Han Xing (played by Jet Li) was originally a police officer in Hong Kong, but his family controls a powerful Chinese crime syndicate in the United States. When Han Xing took the rap for his father, he lost his job and ended up in a Hong Kong prison. While serving his sentence, Han Xing suddenly learns of the death of his biological brother, and in his grief, he successfully escapes from prison to the United States to uncover the truth behind his brother's death. Everyone tells Han Xing that his brother's death was caused by a rival black gang opposing their family, but Han Xing feels there is more to the story and begins an investigation. During this time, Han Xing meets a beautiful girl named Tracy (played by Aaliyah), who turns out to be the daughter of the rival gang's leader. Shortly after, Tracy's brother is also murdered. Not believing the one-sided accounts around them, Tracy and Han Xing begin their own investigation together. Ultimately, they discover that the truth is very cruel.
