Since the founding of the Longyuan Dynasty, Emperor Zhao Yuwen has achieved both civil and military accomplishments, quelling internal rebellions and eliminating foreign threats, leading to a prosperous Longyuan Dynasty. Bai Yitong, the head of the Heavenly Inspection Institute, accompanied by Protector Sun from the Western Yard, goes to investigate the locust plague that is troubling the people.
