In 1898, during a severe drought in Shandong, countless refugees flocked to Shanghai for survival. Among them, brothers Ma Yongzhen (played by Takeshi Kaneshiro) and Ma Daxiang (played by Yuanhua) also arrived in this Eastern paradise controlled by the British. With no skills to rely on, the two started working as dock laborers. By chance, Ma Yongzhen met Tan Si (played by Yuen Biao), the king of Shanghai's docks, and caught his admiration with his outstanding abilities.
