The story takes place in a remote mountain village in Shanxi during the 1930s Republic of China. The village head, in order to ingratiate himself, marries off his daughter to the county chief’s son and learns through her about a surefire way to gain benefits: building a “Li Yilian Shrine” in the village can secure huge relief supplies and silver dollars from the county. Although he doesn’t fully understand the county's intentions, the greedy village head quickly colludes with the clan leader of the village and begins to scheme this deal.
