In the late Qing Dynasty, Huang Feihong (Jet Li), a martial arts master from Foshan, Guangdong, who served as the coach of the Black Flag Navy and the chief coach of the militia, often taught martial arts in Baozhilin, hoping to strengthen himself and save the country. However, seeing the government living in misery while foreigners rampaged indiscriminately, he gradually realized that martial arts alone were not enough to rescue the people from suffering and began to seek other avenues for national salvation. Liang Kuan (Yuan Biao) meets Huang Feihong's lover, Shisan Ayi (Guan Zhilin), at the theater and ends up in various misunderstandings with Huang Feihong, ultimately joining the martial artist Yan Zhendong and becoming Huang Feihong's rival. Yan Zhendong collaborates with foreigners to promote the idea that America is a land of gold, tricking many Chinese women, including Shisan Ayi, onto foreign ships. Liang Kuan suddenly awakens and realizes that Huang Feihong is a friend, not an enemy. With his help, Huang Feihong begins a bloody battle against the foreigners and their minions.
