This film is directed by Zhang Ying, with music by Wang Fu-ling, starring the侠女 Qin Ping and Zong Hua. The story describes how Li Feilong (Huang Zongxun) from the Feilong Escort Agency carves scars on the arm of a masked flower thief as a punishment; unexpectedly, the thief is actually Wang Tianbiao (Wang Xia) from the Wan'an Escort Agency, which Li is unaware of due to the mask. Later, Li is tasked with delivering the Jade Guanyin to Luoyang for Governor Lin and entrusts Wang to take care of his escort agency and family.
