The story takes place in a small town called Garrison, where most of the residents are police officers, earning it the nickname "Police Town." In an unfortunate incident, Officer Babich (Michael Rapaport) mistakenly believes two young men are about to shoot him. Acting on instinct, he preemptively shoots and kills them. Later, Babich discovers that the young men were not holding guns at all, but rather a steering wheel lock. This mistake becomes a local scandal, and to cover it up, his colleagues devise a plan. Eventually, through clandestine actions, a gun mysteriously appears in the young men's car, and Babich is hailed as a missing hero who maintained peace in the town. However, the truth cannot stay hidden forever, and the secret surrounding Babich and Police Town is uncovered by a young sheriff named Freddy (Sylvester Stallone).
