In a highly advanced technological future, the luxurious yet decayed city of Maduke is a place of drunken revelry and excess. The beautiful girl Lune Barotte (voiced by Megumi Hayashibara), pampered and adored, has everything given to her by the casino operator, Shier (voiced by Kazuhiko Inoue), yet cannot suppress her desire to uncover her true identity. Her curiosity seems to anger the tyrannical Shier, bringing her danger. In a critical moment, Barotte is rescued by the crime investigation officer Dr. Ufukuruk (voiced by Tomohito Yashima), and under the protection and permission of the Emergency Ordinance 09 in Maduke, she gains a special ability prohibited by the ordinance. Ufukuruk hopes to use the girl’s hand to expose a series of crimes committed by Shier. For her, this is nothing short of a perilous journey... This film is adapted from the science fiction novel by Shirow Masamune and is the first part of the "Ghost in the Shell" trilogy (the other two parts are "Innocence" and "Stand Alone").
