The story takes place in Los Angeles in 1999. Dave (Woody Harrelson) is a Vietnam War veteran who becomes a police officer after his service. He has his own sense of right and wrong and prefers to handle lawbreakers in his own brutal and violent way, believing that his actions are justified. Dave has been married twice, and his two ex-wives, Catherine (Anne Heche) and Barbara (Cynthia Nixon), turn out to be sisters. When Dave discovers that corruption has pervaded the entire police department, he realizes he has reached a very difficult point in his life, and his dark past is resurfacing. Exhausted, Dave does not know how to continue.
