Stephen (William Baldwin) and Brian (Kurt Russell) are brothers who share a deep bond. Their father, a firefighter, tragically lost his life during a rescue mission. While Stephen and Brian are proud of their father's legacy, they also harbor some resentment towards the profession of firefighting. As they grow up, Stephen follows in his father's footsteps and becomes a firefighter himself. Influenced by their father's dedication, Stephen throws himself into every mission without regard for his own safety, which creates a significant strain in his relationship with his wife. In contrast, Brian develops a severe fear of fire after witnessing their father's death. A notorious arsonist emerges in the city, and Officer Donna is in charge of investigating the case, with Brian as his capable assistant.
