On the eve of liberation, in a certain area of Northwest China. Liu Huimin (Liang Shan), the commander of the Nationalist Party's Northwest Pacification Bureau, manipulates the conflict between the Tuxiu and Alicang tribes to exert control over them. At the same time, he establishes a cavalry unit in an attempt to stop the People's Liberation Army from advancing into the grasslands. The young Tuxiu warrior Duobulong (En Hesen) falls in love with the Alicang girl Zhuoma (Zhu Lan Qiqike) and cannot bear to see the two tribes kill each other.
