On the eve of liberation, in a certain area of Northwest China. Liu Huimin (Liang Shan), the commander of the Nationalist Party's Northwest Pacification Bureau, manipulates the conflict between the Tuxiu and Alicang tribes to exert control over them. At the same time, he establishes a cavalry unit in an attempt to stop the People's Liberation Army from advancing into the grasslands. The young Tuxiu warrior Duobulong (En Hesen) falls in love with the Alicang girl Zhuoma (Zhu Lan Qiqike) and cannot bear to see the two tribes kill each other. Duobulong informs the leader of Liu Huimin's scheme, but the leader remains unmoved and instead engages in a violent conflict with the Alicang tribe. During the intense battle, Zhuoma's father is injured. Later, the leaders of both tribes realize that it was all a conspiracy by Liu Huimin and that they have been deceived.
