Principal Lassard faces the reality that police work is often not timely, leading him to come up with a novel idea—the "Citizens on Patrol" program, which entrusts the police academy with training social volunteers to strengthen police-community relations. As a result, Mahoney (played by Steve Guttenberg), Gutter, and the rest of the gang are tasked once again to return to the academy. Meanwhile, former instructor Captain Harris is concerned that volunteers will disrupt police work and starts opposing Lassard's plan. Graduates from the police academy quickly initiate a recruitment drive for volunteers, which leads to skaters and others, like Harris, executing rough law enforcement. The Citizens on Patrol program officially launches, but Lassard has to attend an international police conference, leaving the school temporarily in the hands of Harris. Naturally opposed, Harris does not intend to make things easy for Mahoney, the instructors, and the volunteers; however, an escape incident allows the volunteers to quickly put their training to use…
