Tie Qiao San (Liu Jia Yong) discovers that the official of Lin County is colluding with Meng Ping (Tang Jin Tang), the head of the Southern Medical Bureau, to sell drugs. He is pursued and nearly killed, but is saved by the fisherman's daughter Cai Jiao (Hui Ying Hung). Cai Jiao's godfather, Drunk Grandpa (Huang Xia), introduces Tie to deliver goods at Ouyang Hong's grocery store, through which he meets the restaurant worker Mouse (Shen Qian Bo). Lin and Meng find out Tie's whereabouts and attempt to harm him, which instead leads to Ouyang Hong being innocently harmed.
