Criminal detective Lin Guiren (played by Tony Leung) is part of the Special Investigation Unit of Japan's Ministry of Defense. The U.S. government offers a reward of thirty million dollars for information on the counterfeit "Avenger" U.S. dollar plates. Lin discovers that the plates have arrived in Hong Kong, and he goes undercover into the mob to steal them, but he encounters the beautiful thief JJ (played by Shu Qi). The two work together to steal the plates, but at the last moment, JJ betrays Lin and escapes with the plates. After JJ succeeds, she joyfully opens the iron box, only to find it has already been swapped. Guiren takes the real plates to the U.S. consulate to claim the reward, where he meets consulate staff member Owen (played by Jerry Yan). Owen takes the plates to find an expert for verification, but Lin suddenly passes out from drunkenness. When he wakes up, he realizes that Owen has tricked him and stolen the plates. Lin Guiren then tracks Owen to South Korea, leading to a battle of wits and strength.
