An old vagabond (Rutger Hauer) passes through a city engulfed in rampant criminal activities, filled with heinous crimes such as child murder and forced prostitution. The Derrick family, who secretly rules the area, is keen on killing in the streets, with old Derrick (Brian Downey) and his two sons terrorizing the neighborhood. The vagabond saves a prostitute named Abby (Molly Dunsworth) from the clutches of one of Derrick's sons but ends up being framed by the police and severely injured.
